This talk considers the widespread, indeed virtually axiomatic, assumption of U.S. hegemonic decline. Have International Relations scholars developed a satisfactory conceptual basis for the assessment and measurement of global power?  If U.S. power is declining, what is the metric?  Is the international system moving towards multi-polarity?
