Memo on the passage of procedures for medical examination, fingerprinting and photography for foreign students
1. Understand if you need to undergo new procedures
Who is exempted from the need to undergo new procedures:
• citizens of the Republic of Belarus;
• family members of officials of international organizations, as well as employees of diplomatic and consular institutions in Russia;
• foreign citizens with dual citizenship, one of which is Russian citizenship;
• foreign citizens - holders of a temporary or permanent residence permit (TRP, residence permit). We ask all foreign students who have the above documents to additionally notify the university by sending scanned copies of the documents by email. mail - migration-info@hse.ru, or through the mobile application HSE App X - "Migration Center".
Who is temporarily exempted from the new procedures:
• foreign students who previously arrived before 12/29/2021 and did not leave the territory of Russia are not required to go through these procedures until they leave Russia and subsequently re-enter.
Who needs to undergo the following procedures:
• all foreign students (except for the categories specified above) who arrived or plan to arrive in Russia after December 29, 2021 for a period of more than 90 days, must undergo a medical examination, fingerprint registration and photographing. The term for passing these procedures is 90 days from the date of arrival in Russia.
2. Familiarize yourself with the rules and plan the sequential passage of procedures
Important information about the rules for passing the new procedures:
When to pass?
• Foreign students must complete the above procedures within 90 days from the date of arrival in Russia;
* The passage of the required procedures is possible only on the territory of Russia.
In what order?
• The order of passing the procedures is strictly sequential:
1. Passing the medical examination procedure;
2. Passing the procedure of fingerprinting and photography.
* Passage of fingerprinting and photography procedures is possible only after passing the medical examination procedure and obtaining supporting documents.
Where to pass?
• Foreign students can undergo a medical examination in a medical institution authorized to carry out this procedure - City Polyclinic No. 3 of the Moscow Health Department (address: Moscow, Ermolaevsky lane, 22/26, building 1). The service is paid and is carried out at the expense of the foreign citizen himself (cost - 5900 rubles). Medical examination is required to pass 1 time during the calendar year.
• Fingerprint registration and photography can be done free of charge at the migration departments of the territorial bodies of the Ministry of Internal Affairs of Russia or on a paid basis (10100 rubles) at the branch of the Migration Center in Moscow (Bakhrushina street, 18 building 1). The procedure is carried out once, regardless of the number of entries into Russia.
What are the risks if not passed?
• The following sanctions may be applied to persons who have not passed the established procedures or passed them in violation of the deadline: an administrative fine, a reduction in the period of stay of a foreign citizen in Russia.
Important!
If you do not speak Russian, ask in advance for the help of a person who can accompany you to a medical institution, the Ministry of Internal Affairs and assist in translating and filling out documents in Russian.
3. Pass the medical examination procedure
To pass a medical examination, a foreign student must:
Step 1. Prepare the necessary documents in advance:
1. Identity document (passport + passport copy - main page with photo) and its notarized copy with translation into Russian (main page with photo). It is important that the copy translated into Russian be bound together with the attached copy of the original passport;
2. Visa and its copy (for citizens of countries with a visa regime of entry);
3. Migration card and its copy;
4. Notification of arrival (registration) and its copy;
5. Cash for payment for the service in the amount of 5900 rubles. (preferably in cash, in the amount of the specified fixed amount)
Step 2. During working hours (Monday - Friday, 8:00 - 15:30; no appointment is required), having prepared documents with you, visit the City Polyclinic No. 3 strictly on an empty stomach (address: Moscow, Ermolaevsky lane, d. 22/26, p. 1):
1. Contact on the 1st floor in room. 107, provide prepared documents, fill out consent to the processing of personal data and medical intervention - a patient's medical record will be entered for you;
2. In cab. 107 receive the patient's medical card, make a cash payment for the medical examination service. Climb to the second floor in the cab. 209 (paid branch), stamp and sign the contract;
3. Undergo X-ray, PCR testing for COVID-19, chemical-toxicological testing, and blood-test.
4. Contact the cab. 107 - submit the patient's medical record, get information about the date and time of the return visit to the clinic.
Step 3. At the appointed date and time (in 3-4 working days) re-visit the City Polyclinic No. 3:
1. Contact on the 1st floor in room. 107 and receive the patient's medical record;
2. Pass an examination by medical specialists: a phthisiatrician, a dermatologist, an infectious disease specialist. Depending on the results of the examinations carried out on the first day of the visit to the polyclinic, it will be necessary to undergo an examination by one or more medical specialists;
3. After completing all the procedures, contact the room 107 and receive the results of a medical examination (medical certificate, certificate of absence of HIV, conclusion of a psychiatrist-narcologist).
Step 4. Inform university staff:
Within 1 day after receiving the results of the medical examination (certificate, medical report), mail scanned copies (photos) of documents on the procedure to the manager of your Doctoral School and to the Office of Postgraduate and Doctoral Studies at aspirantura@hse.ru, indicating the subject of the letter "documents on medical examination"
Important!
Please note that the documents confirming the passage of a medical examination are valid for 3 months from the date of their issue for further submission to the Ministry of Internal Affairs. Within the specified period, a foreign student must contact the Ministry of Internal Affairs and provide medical documents for further passage of the required procedures.
If the documents expire, you will need to re-pass a medical examination within 30 calendar days.
4. Pass the procedure of fingerprint registration and photography
To undergo fingerprinting and photography, a foreign student must:
Step 1. Prepare the necessary documents in advance:
1. Identity document (passport + passport copy - main page with photo) and its notarized copy with translation into Russian (main page with photo). It is important that the copy translated into Russian be bound together with the attached copy of the original passport;
2. Visa and its copy (for citizens of countries with a visa regime of entry);
3. Migration card and its copy;
4. Notification of arrival (registration) and its copy;
5. Original documents confirming the passage of a medical examination (medical report, certificate of the absence of HIV, conclusion of a psychiatrist-narcologist).
Step 2. Choose a place for the procedure and schedule a visit (Ministry of Internal Affairs or a branch of the Migration Center in Moscow):
Option 1: Branch of the Migration Center in Moscow (Bakhrushina St., 18 building 1) (paid service - 10100 rubles);
Option 2: Territorial body of the Ministry of Internal Affairs for migration issues (free service)
Depending on your place of actual stay / residence, determine the territorial body of the Ministry of Internal Affairs for migration issues that you need to visit to complete the procedure. It is also recommended to familiarize yourself in advance with the work schedule of the Ministry of Internal Affairs, where you plan to visit.

If you live in rented housing, you need to check with the territorial body of the Ministry of Internal Affairs at the place of migration registration about the possibility of receiving the service. Information about the address of the Ministry of Internal Affairs can be clarified with your landlord.
Step 3. Visit the institution and undergo the procedures:
1. During working hours (according to the work schedule of the Ministry of Internal Affairs or a branch of the Migration Center), having prepared documents with you, visit the institution and undergo the procedure of fingerprinting and photography in accordance with the established procedure;
2. When visiting the institution again on the next working day or on the day of the procedure (depending on the place of the procedure), receive a document confirming the procedure (plastic card);
Step 4. Inform university staff:
Within 1 day after receiving the document (plastic card), send a scanned copy (photo) of the document on passing the procedure to the manager of your graduate school and to the Department of Postgraduate and Doctoral Studies and send the scanned copy (photo) of the document to the email. the manager's mail and to aspirantura@hse.ru, indicating the subject of the letter "documents on fingerprinting and photography."
5. Report on the passage of all procedures
Inform the manager of your Doctoral school and the Office of Postgraduate and Doctoral Studies about the fact that all procedures have been completed and send an e-mail the manager of your Doctoral School and to aspirantura@hse.ru, and to migration-info@hse.ru scanned copies of all documents received as a result of passing new procedures.
